      Don't hardcode -gstabs+, use DEBUG_INFO.

* configure.bat (gccdebug): Check for DWARF-2 support in GCC.
  Default to stabs if the compiler does not support DWARF-2.
  (genmakefiles): Write new variable DEBUG_INFO to config.settings.
