    found.  Remove the REGISTER argument. Move the code dealing with
REGISTER ...
(vc-get-backend-for-registration): ... here.  New function.
(vc-deduce-fileset): Call vc-get-backend-for-registration instead
of vc-responsible-backend, pass the file name instead of the
directory name.
