(usage_message): Use PACKAGE_BUGREPORT. (syms_of_emacs) <report-emacs-bug-address>: New variable. * lisp/cus-start.el (report-emacs-bug-address): Set custom properties. * lisp/mail/emacsbug.el (report-emacs-bug-address): Variable is now defined in emacs.c.
