Consistent with multi-file package descriptions which don’t have
commentary sections nor double semicolon prefixes.
* lisp/emacs-lisp/lisp-mnt.el (lm-commentary): Remove commentary
header, double semicolon prefixes of each line, trailing new-lines and
trailing white-space from commentary.
