Use $(BOOTSTRAPEMACS) rather than witness-emacs.
(bootstrap-emacs${EXEEXT}): Merge witness-emacs into it.
(witness-emacs): Remove.
(lisp, shortlisp): Move loaddefs.el earlier.
(mostlyclean): Forget about witness-emacs.
* Makefile.in (COMPILE_FIRST): Trim down and add autoload.el.
