Use `defvar-local' more.

* lisp/progmodes/hideshow.el
(hs-c-start-regexp, hs-block-start-regexp)
(hs-block-start-mdata-select, hs-block-end-regexp)
(hs-forward-sexp-func, hs-adjust-block-beginning): ...here;
remove corresponding `make-variable-buffer-local' top-level calls.
