* mouse.el (mouse-drag-region): Don't run up-event handler
if hscroll has changed.
* octave-mod.el (octave-font-lock-keywords): To font-lock the
builtin operators, use `font-lock-builtin-face' for Emacs and
`font-lock-preprocessor-face' otherwise.
