Apply program-transform-name etc in more places (bug#12536#34)

* Makefile.in (install-man, install-etc): Apply $TRANSFORM.  
(clean): Delete etc/emacs.tmpdesktop.

* .bzrignore: Add etc/emacs.tmpdesktop.

* etc/NEWS: Mention this.  Unrelated copyedits.
