(LOADDEFS): Add mh-loaddefs.el.

($(lisp)/mh-e/mh-loaddefs.el): Simplify rule.
(pre-mh-loaddefs.el-CMD, pre-mh-loaddefs.el-SH): Remove.
(AUTOGENEL): New variable.
(distclean, maintainer-clean): New targets.
