Move declarations to header files.

* src/keyboard.h (quit_char): Add declaration.
* src/process.h (QCport, QCspeed, QCprocess, QCbytesize, QCstopbits)
(QCparity, Qodd, Qeven, QCflowcontrol, Qhw, Qsw, QCsummary): Add
declarations.
* sysdep.c:
* src/w32.c: Remove the above declarations.
