Turn on bidi-display-reordering by default.

 src/buffer.c (init_buffer_once, syms_of_buffer): Set
 bidi-display-reordering to t by default.
 doc/emacs/mule.texi (Bidirectional Editing): Document the fact that
 bidi-display-reordering is t by default.
 lispref/display.texi (Bidirectional Display): Document the fact that
 bidi-display-reordering is t by default.
