Fix rmail-next/prev-same-subject.

 lisp/mail/rmail.el (rmail-simplified-subject): Decode subject with
 rfc2047-decode-string.
 (rmail-mime-toggle-hidden): Declare to avoid byte-compilation
 warnings.
