Make build-mail-aliases an interactive command.

* lisp/mail/mailalias.el (build-mail-aliases): Make it interactive.
* lisp/mail/sendmail.el (build-mail-aliases): Update autoload.

* doc/misc/faq.texi (Expanding aliases when sending mail):
Now build-mail-aliases is interactive.
