Move GC_MARK_SECONDARY_STACK from src/s to configure

* configure.ac (GC_MARK_SECONDARY_STACK): Move here from src/s.

* src/s/gnu-linux.h (GC_MARK_SECONDARY_STACK): Let configure set it.
