Add ps-mode-tests.el and remove a compilation warning

* lisp/progmodes/ps-mode.el (ps-mode-octal-region): Remove a
string-make-unibyte that apparently had no effect here.
* test/lisp/progmodes/ps-mode-tests.el: New file.
