(set-scroll-bar-mode): Initialize to new built-in variable

(scroll-bar-mode): Use default-frame-scroll-bars when enabling
scroll-bar-mode; notably, use it instead of t when we toggle
scroll-bars on.
(toggle-scroll-bar): Use default-frame-scroll-bars.
