Remove the mkdir rule from the top-level Makefile

* Makefile.in (install-arch-indep): Move last element of mkdir rule here.
(mkdir): Remove rule.

* Makefile.in (install-arch-indep): Remove unneeded chmods.
INSTALL_DATA does this for us.
