(vc-directory-exclusion-list, vc-handled-backends): Remove.

* vc-hooks.el (vc-handled-backends): Add GIT.

* vc.el (vc-directory-exclusion-list): Add .git.

* vc2-xtra.texi (Customizing VC): Add GIT.
