Allow selective autoloading from lisp/obsolete directory

* lisp/Makefile.in (obsolete-autoloads): New rule.
(autoloads): Run obsolete-autoloads.

* lisp/obsolete/iswitchb.el (iswitchb-mode): Use obsolete-autoload.

* lisp/simple.el (iswitchb-mode): Remove hand-written autoloads.
