Use connection-local setting for tramp-remote-path

* doc/misc/tramp.texi (Remote programs): Mention connection-local
settings for `tramp-remote-path'.

* lisp/net/tramp-sh.el (tramp-get-remote-path): Expand connection-local
variables.
