Remove @SET_MAKE@ from manually-maintained files

Emacs now assumes GNU Make, so @SET_MAKE@ is no longer needed.
* Makefile.in, lwlib/Makefile.in, nextstep/Makefile.in:
* src/Makefile.in: Remove @SET_MAKE@.
