Don't autoload defcustoms in type-break.el

* type-break.el (type-break-mode, type-break-interval)
(type-break-good-rest-interval, type-break-keystroke-threshold):
No need to autoload.
(type-break-good-rest-interval, type-break-keystroke-threshold):
Add :set-after.
