Document Image Mode's new animation features.

* etc/NEWS: Better document the speed up, slow down, or reverse
animation in Image Mode.
* files.texi (File Conveniences): Document `image-next-frame',
`image-previous-frame', `image-goto-frame',
`image-increase-speed', `image-decrease-speed',
`image-reverse-speed', and `image-reset-speed'.
