A better fix for bug #17169.

 lisp/international/characters.el (mirroring): Fix last change:
 instead of loading uni-mirrored.el explicitly, do that implicitly
 by creating the 'mirroring' uniprop table.  This avoids announcing
 the loading of uni-mirrored.el.
