* eshell/esh-ext.el (eshell-external-command): Do not examine

remote shell scripts.  See
<https://bugs.launchpad.net/ubuntu/+source/emacs23/+bug/1035790>.

* net/tramp-sh.el (tramp-remote-path): Add "/sbin" and
"/usr/local/sbin".
