Stop cc-mode loading cl at runtime

* lisp/progmodes/cc-langs.el: Require cl-lib. 
Replace delete-duplicates and mapcan by cl- versions throughout.
And cl-macroexpand-all by macroexpand-all.
(delete-duplicates, mapcan, cl-macroexpand-all): No need to declare.
