New input methods for Persian/Farsi.

 leim/quail/persian.el: New file.
 leim/Makefile.in (OTHERS): Add $(srcdir)/quail/georgian.elc.
 leim/makefile.w32-in (MISC): Add $(srcdir)/quail/georgian.elc.
 etc/NEWS: Mention the new input methods.
