(move-to-column-force): New function.

(operate-on-rectangle): If coerce-tabs is non-nil, call
move-to-column-force instead of move-to-column.
(insert-rectangle): Call move-to-column-force instead of
move-to-column.
(open-rectangle-line): If begextra is not zero, call
move-to-column-force.
