Use extract_time in test module.

* test/data/emacs-module/mod-test.c (Fmod_test_sleep_until): Use
extract_time for time argument.
(signal_wrong_type_argument): Remove unused function.

* test/src/emacs-module-tests.el (mod-test-sleep-until): Remove
unnecessary ‘float-time’.
