* sysdep.c (sys_suspend): Remove USG_JOBCTRL #ifdef, unused.

(mkdir): Remove MKDIR_PROTOTYPE #ifdef, unused.

* callproc.c (child_setup): Use #else instead of a separate #ifdef.

* term.c (init_tty): Remove spurious #ifdef.
