New function set-temporary-overlay-map and macros (defvar|setq)-local.

* lisp/subr.el (setq-local, defvar-local): New macros.
(kbd): Redefine as an alias.
(with-selected-window): Leave unrelated frames alone.
(set-temporary-overlay-map): New function.
