Update Emacs version.

Add support for gnu-kfreebsd.

"Now --members is the default for etags, not for ctags yet".

Note that you can use "-" for stdout with -o.

 the --members option is now the default.

so remove it from the NEWS:

 *** The --members option is now the default.

 Use --no-members if you want the old default behaviour of not tagging
 struct members in C, members variables in C++ and variables in PHP.
