      HAVE_TERMIO code is obsolete.
      Replace HAVE_TERMIOS conditionals with !DOS_NT.

      Remove HAVE_TERMIO, HAVE_LTCHARS and HAVE_TCHARS code.
      Do not define EMACS_HAVE_TTY_PGRP.  Only define
