Fix "dnl" highlights in m4-mode · 66efb2f3

* lisp/progmodes/m4-mode.el (m4-font-lock-keywords): "dnl"
comments should override any previous syntax-based highlighting
(37132).  This makes "dnl foo#bar" be highlighted correctly.
