Improve documentation of debugging Lisp syntax error 

* doc/lispref/debugging.texi (Syntax Errors, Excess Open)
(Excess Close): Name the commands invoked by the key
sequences.  Add cross-references to appropriate sections of
the Emacs manual.  (Bug#21385)
