Fix the MS-Windows build broken by recent changes 

* src/inotify.c (syms_of_inotify) <Qignored>: Don't define here...
* src/coding.c (syms_of_coding) <Qignored>: ...define it here,
because it is needed also on platforms that don't compile
inotify.c.
