Don't build the Gnulib 'utimens' module on MinGW 

* nt/gnulib-cfg.mk (OMIT_GNULIB_MODULE_utimens): Omit the
'utimens' module in the MinGW build: 'utimens' is not used by
Emacs, and 'fdutimens' is implemented in w32.c.
